The Centre for Constitutional & Strategic Studies (CCSS) is the flagship policy think tank of Laal Global Advisory. Rooted in a rich legal legacy and forward-looking strategic vision, CCSS delivers high-impact policy advisory and evidence-based insights to public institutions, civil society, and global partners. Our mission is to advance legal reform, improve governance, and foster institutional resilience in a rapidly evolving global landscape.
We undertake focused research and policy engagement across a wide spectrum of national and transnational issues, including judicial reform, constitutional development, public sector efficiency, and strategic governance. With a commitment to practical impact, the Centre works closely with policymakers, legal experts, academics, and institutional partners to support the development of coherent legislative frameworks, effective regulatory environments, and forward-looking security and migration policies. This integrated approach allows CCSS to contribute meaningfully to shaping resilient institutions and informed governance
CCSS undertakes in-depth research and policy engagement to support judicial independence, constitutional evolution, and the development of ethical legal systems. Our work in this area aims to strengthen rule of law, enhance access to justice, and support constitutional continuity through reform-oriented initiatives.
A retired judge with over three decades of distinguished service, Mr Sajid is a founding figure in the legacy of Shahids & Shaukats, the predecessor of Laal Global Advisory. His contributions continue to inform the Centre’s direction on judicial reform, constitutional jurisprudence and legal ethics.
A former advisor to the President of Pakistan and a veteran in public law, Mr Iqbal brings strategic insight into institutional development. His policy acumen previously helped establish Shahids & Shaukats as a leading legal firm in Pakistan. At CCSS, he provides foresight into the country’s evolving constitutional landscape.
CCSS develops policy frameworks and analytical tools to address contemporary security challenges, civil-military dynamics, and strategic planning. Our focus lies in advancing informed defence policies, promoting institutional stability, and contributing to national and regional security discourses.
A senior retired officer of the Armoured Corps, Gen. Gillani offers valuable expertise in national security, civil-military relations, and strategic planning, supporting CCSS’s work on defence policy and institutional resilience.
CCSS supports reform across public institutions by analysing governance models, identifying structural inefficiencies, and proposing modern policy solutions. Our work emphasizes administrative accountability, service delivery improvement, and capacity enhancement within the public sector.
CCSS addresses regulatory gaps, corporate compliance challenges, and financial misconduct through targeted research and policy interventions. We aim to improve corporate accountability, transparency, and integrity in both public and private enterprises.
With over twenty years of litigation, arbitrations and regulatory experience, including his tenure at the National Accountability Bureau, Mr Shahid leads research on corporate law, compliance and governance reform. He specialises in addressing policy bottlenecks and systemic challenges in both the public and private sectors.
CCSS engages with global migration trends, diaspora contributions, and education mobility to inform forward-looking policy solutions. Our research focuses on integrating international expertise, shaping mobility frameworks, and enhancing cross-border educational cooperation.
